Russia has announced the opening of a new Consulate General in Egypt’s Red Sea resort city of Sharm El-Sheikh, marking a continued expansion of its diplomatic presence across the African continent and the broader Middle East. The move follows a decree signed by Russian Prime Minister Mikhail Mishustin, with the directive published Tuesday.

According to the decree, Russia’s Foreign Ministry will determine the consulate’s staffing levels and structure. Sharm El-Sheikh becomes home to Russia’s second Consulate General in Egypt, joining another in Hurghada. The Russian Embassy in Cairo remains the primary diplomatic mission in the country.
This expansion is part of a broader Russian diplomatic push into Africa and key regional hubs. In April, Niger confirmed it would host a Russian embassy for the first time in over three decades. Nigerien Foreign Minister Bakari Yaou Sangare welcomed the move, reaffirming the country’s commitment to deepening bilateral ties.
Earlier this year, Russian Foreign Ministry spokeswoman Maria Zakharova outlined Moscow’s strategy to re-establish and open new embassies across the continent. She noted that embassies are being reopened in countries where operations had ceased in the early 1990s due to financial constraints, including Niger, Sierra Leone, and South Sudan.
“Next in line are Niger and Sierra Leone, where we are resuming operations that were unfortunately discontinued in 1992 due to financial reasons,” Zakharova said.
In March, the Union of the Comoros also approved the establishment of a Russian embassy in its capital, Moroni.
The new missions reflect a strategic shift initiated by Russian President Vladimir Putin, who has called for a robust diplomatic re-engagement in Africa. In 2023 alone, Moscow reopened its embassy in Burkina Faso after more than 30 years and inaugurated a new diplomatic mission in Equatorial Guinea.
According to the Russian Foreign Ministry’s press service, Moscow now operates 43 embassies and consular offices across Africa—a number expected to grow as Russia seeks to bolster its influence on the continent through diplomacy, security partnerships, and economic cooperation.
As geopolitical alignments continue to shift, Russia’s sustained diplomatic drive underscores its efforts to forge deeper relationships with African nations, many of which are receptive to diversified global partnerships beyond traditional Western alliances.
