MP SEEKS PARLIAMENTARY PROBE INTO SUSPENSION OF WORLD BANK–FUNDED PROJECTS IN NYAMIRA COUNTY

A request for a parliamentary statement regarding the suspension of several World Bank–funded development programmes in Nyamira County has been formally tabled in the National Assembly of Kenya, bringing national attention to the management of donor-supported projects and their impact on local communities.

West Mugirango Member of Parliament Hon. Stephen Mogaka submitted the request pursuant to Standing Order 44(2)(c), seeking a response from the Departmental Committee on Finance and National Planning concerning the halt of three key programmes financed through the World Bank.

According to the statement tabled before the House, the National Treasury of Kenya suspended the projects on December 15, 2025, following allegations of financial management irregularities. The concerns cited include unauthorized use of resources, unsupported expenditures, undelivered activities, and broader governance failures.

The affected initiatives include the Financing Locally-Led Climate Action (FLLoCA) Programme, the Kenya Informal Settlement Improvement Project (KISIP), and the National Agricultural Value Chain Development Project (NAVCDP) — programmes designed to support climate resilience, urban settlement upgrading, and agricultural productivity.

In his request, the MP emphasized that the projects are funded through international development partnerships and public resources aimed at improving livelihoods and economic opportunities, making accountability and transparency essential.

The legislator is seeking a detailed report from the Finance and National Planning Committee outlining the findings that led to the suspension, the status of investigations into alleged mismanagement of funds, and timelines for completing investigations and reinstating the programmes.

The request further calls for clarification on measures being taken to hold any responsible officers accountable and steps being implemented to ensure continuity of services and protect beneficiaries affected by the suspension.

World Bank financing plays a significant role in Kenya’s development agenda, supporting large-scale investments in agriculture, urban infrastructure, climate action, and social services. Programmes such as KISIP have facilitated slum upgrading and improved access to essential services in several counties, while agricultural value-chain projects aim to strengthen productivity and market access for smallholder farmers.

These initiatives are typically funded through concessional loans and grants tied to strict governance, procurement, and financial accountability standards intended to safeguard public resources.

Across Africa, World Bank–supported programmes remain central to efforts aimed at addressing food insecurity, climate change, infrastructure deficits, and economic inclusion. Many countries rely on multilateral financing to implement large-scale development projects that national budgets alone cannot sustain.

However, suspensions linked to governance concerns are not uncommon, as international financiers enforce compliance requirements to ensure proper use of funds. Such actions often highlight the delicate balance between accelerating development and maintaining accountability systems capable of managing complex, multi-billion-shilling projects.

Parliamentary Oversight Expected

The tabling of the statement signals heightened parliamentary oversight over donor-funded initiatives and the management of public resources. The Departmental Committee on Finance and National Planning is expected to review the matter and provide responses to the House, including recommendations on accountability measures and the way forward for affected programmes.
