The Chairperson of the African Union Commission, H.E. Mahmoud Ali Youssouf, has strongly rejected any initiative seeking to recognize Somaliland as an independent entity, reaffirming the African Union’s unwavering commitment to the unity, sovereignty, and territorial integrity of the Federal Republic of Somalia.

In a statement issued amid growing regional and international debate over Somaliland’s political status, Youssouf expressed deep concern over recent developments, emphasizing that the African Union’s position on Somalia remains clear, consistent, and firmly rooted in its founding principles.

The Chairperson underscored that the AU’s stance is guided by the Constitutive Act of the African Union, particularly the principle of respect for the intangibility of borders inherited at independence. This principle, he recalled, was first affirmed by the Organization of African Unity (OAU) in 1964 and continues to serve as a cornerstone of Africa’s collective commitment to peace and stability.

Youssouf unequivocally rejected any initiative aimed at recognizing Somaliland’s independence, stressing that Somaliland remains an integral part of the Federal Republic of Somalia. He cautioned that attempts to undermine Somalia’s unity and sovereignty are contrary to the fundamental principles of the African Union and risk setting dangerous precedents that could fuel fragmentation and instability across the continent.

“The recognition of breakaway entities runs counter to Africa’s hard-won consensus on preserving post-colonial borders and threatens peace and stability not only in the Horn of Africa but across the wider continent,” the Chairperson warned.

Reaffirming the AU’s solidarity with Somalia, Youssouf reiterated the Union’s full support for the Somali authorities in their ongoing efforts to consolidate peace, strengthen state institutions, and promote inclusive governance. He noted that these efforts are essential to sustaining Somalia’s territorial integrity and advancing long-term stability.

The statement reinforces the African Union’s long-standing opposition to unilateral secession and its broader commitment to safeguarding Africa’s post-independence borders. It also sends a clear message to regional and international actors that the AU remains steadfast in upholding unity, sovereignty, and stability as the foundation for lasting peace across Africa.
