The Office of the Special Prosecutor (OSP) has formally charged Paul Adom-Otchere, the former Board Chairman of the Ghana Airports Company Limited (GACL), over alleged procurement breaches linked to a revenue assurance contract awarded without competitive bidding.

Mr. Adom-Otchere, a prominent media personality and former host of Good Evening Ghana, is facing charges alongside Otchere Kwame Baffour Awuah, GACL’s Group Executive for Commercial Services, and Albert Adjetey Adjei-Laryea, CEO of Devnest Systems. The trio are being investigated in connection with a sole-sourced contract reportedly awarded to a firm operated by the owner of Strategic Mobilisation Ghana Limited (SML).

According to an official statement released by the OSP on July 31, Mr. Adom-Otchere has not met the bail conditions set by authorities, which require him to present two landed properties registered in his name within Ghana. He has since informed investigators that he does not own any such property, and remains in custody pending fulfillment of the bail terms.

“Mr. Adom-Otchere has so far been unable to meet his bail conditions. He is required to present two landed properties registered in his name. However, he has informed the OSP that he does not own any landed property in Ghana. As a result, he remains in custody,” the OSP stated.

The probe centers on suspicions of unlawful procurement processes, including the award of a revenue assurance contract without the required approval from the GACL Board. The OSP is investigating potential breaches of Ghana’s Public Procurement Act and the misuse of office by public officials in awarding the deal.

This development adds to growing scrutiny over SML’s contracts with state institutions. In recent months, the OSP has widened its dragnet, arresting several senior officials over similar procurement concerns, particularly in contracts awarded without open and competitive tendering.

The Ghana Airports Company Limited, a state-owned enterprise, oversees the operation and development of airports across the country, including the flagship Kotoka International Airport in Accra. The investigation into its former board chairman marks a notable escalation in the OSP’s ongoing efforts to ensure transparency and accountability within public enterprises.

The case is expected to spark national debate on governance, procurement integrity, and the role of board leadership in upholding public trust.
