Kenya Revenue Authority Onboards 500 Fuel Stations to eTIMS Fuel Module to Boost Compliance

Nairobi, Kenya — The Kenya Revenue Authority (KRA) has onboarded more than 500 fuel stations onto the Electronic Tax Invoice Management System (eTIMS) fuel module following its rollout in December 2025, marking a major step toward enhancing transparency and tax compliance in the petroleum sector.

The onboarded stations represent approximately 16 percent of fuel outlets nationwide, signaling steady progress in the authority’s drive to digitize tax administration and seal revenue leakages.

End-to-End Visibility in Fuel Transactions

KRA says the eTIMS Fuel Module is designed to provide end-to-end visibility of petroleum transactions — from importation and distribution to final retail sale — strengthening compliance and promoting equity across the petroleum value chain.

Speaking during an engagement at Be Energy Ruai, KRA Acting Deputy Commissioner for the Large Taxpayers’ Office, Ezekiel Obura, said revenue collection in the sector is projected to grow by double digits once the module is fully implemented.

“The system integrates seamlessly with import records and the VAT administration framework, enabling automatic reconciliation of physical fuel volumes against declared sales volumes and corresponding tax positions,” said Obura.

He urged consumers to request eTIMS receipts after every fuel purchase and encouraged stations yet to onboard to comply, noting that KRA is ready to facilitate the process while engaging stakeholders to cushion enforcement measures.

Closer Monitoring of Oil Marketing Companies

Obura further revealed that all Oil Marketing Companies (OMCs) have been domiciled under the Large Taxpayers’ Office to enable closer monitoring, faster resolution of issues, and tailored compliance support.

The rollout has been implemented in collaboration with key sector stakeholders, including:

  • Energy and Petroleum Regulatory Authority (EPRA)

  • Petroleum Institute of East Africa (PIEA)

  • Petroleum Outlets Association of Kenya (POAK)

  • United Energy & Petroleum Association (UNIPEA)

These partnerships aim to ensure regulatory, operational, and industry realities are fully addressed.

Digital Tax System a “Game Changer”

Also present was KRA Chief Manager of the eTIMS Office, Hakamba Wangwe, who emphasized that the module forms part of the authority’s broader strategy to simplify tax processes through digital platforms.

“The eTIMS Fuel Stations Module is a game changer for tax compliance and transparency. It simplifies the tax process for taxpayers and enhances oversight for the Authority, supporting Kenya’s broader goal of a fully digital, efficient and accountable tax system,” Wangwe said.

She noted that fuel, as a controlled commodity with regulated pricing and structured supply chains, allows KRA to leverage integrated data — including import records and pricing benchmarks from EPRA — to assess expected revenues across the value chain.

Improved Efficiency for Fuel Stations

Speaking on behalf of Be Energy Ruai, Josephine Warui highlighted operational benefits brought by the system.

“Sales summaries are now automatically generated and receipts seamlessly discharged within the system, significantly reducing customer service time. You fuel and your receipt is instant,” said Warui.

Pilot Phase and Compliance Timeline

Before the rollout, KRA piloted the module with volunteer fuel stations between September and December 2024 to test technical integration, gather operational feedback, and strengthen compliance frameworks.

Nationwide onboarding began in January 2025. Although the initial deadline was June 30, 2025, stakeholders requested more time, prompting KRA to extend compliance to December 2025.

Under the system, eTIMS receipts are issued instantly at the point of sale upon request and can be generated for both individual motorists and businesses.

KRA continues to work closely with industry stakeholders to facilitate onboarding and ensure compliance with the Value Added Tax (Electronic Tax Invoice) Regulations, 2020, while encouraging consumers to request eTIMS receipts with every fuel purchase to promote accountability and transparency in the sector.
