Kenya Launches National Climate Change Security Response Programme to Empower Chiefs as Frontline Climate Champions

Nairobi, Kenya — In a landmark move to integrate climate action with national security frameworks, the Principal Secretary, Ministry of Interior and National Administration, today officially launched the National Climate Change Security Response Programme (NCCSRP) Chiefs Training at the Inter-Governmental Authority on Development (IGAD) Climate Prediction and Applications Centre (ICPAC).

This two-day intensive workshop marks the beginning of a nationwide initiative designed to equip a select cadre of trainers with the tools, knowledge, and strategies necessary to train National Government Administrative Officers (NGAOs). These officers will spearhead grassroots climate adaptation efforts, becoming pivotal agents in driving climate resilience and sustainable development across Kenya’s counties.

Speaking at the event, the Principal Secretary emphasized the urgent need to tackle the increasing convergence of climate change and national security risks. “Climate change is not just an environmental issue—it is a security threat. Through this programme, we are empowering our chiefs to be the vanguard of climate resilience in their communities,” he noted.

The NCCSRP recognizes the strategic role of Chiefs in rural and peri-urban governance, positioning them as frontline champions in climate response. By harnessing their influence, the programme aims to foster coordinated action, enhance public awareness, and implement localized interventions that directly respond to climate threats.

A key component of the initiative is its partnership with IGAD, whose technical expertise through ICPAC will support data-driven planning and community engagement. The collaboration also promotes practical actions such as tree-growing campaigns under the motto: “One Chief, One Community, One Tree.”

The NCCSRP is a timely response to mounting challenges such as drought, food insecurity, and resource-based conflicts, all exacerbated by climate variability. By integrating climate governance into the mandate of NGAOs, Kenya sets a precedent for regionally coordinated, community-driven climate action.

As the training continues, the message is clear: climate action starts at the grassroots. With empowered Chiefs and strategic partnerships, Kenya is building a stronger, greener, and more secure future—one community at a time.
