Senate to Hold Full Plenary Hearing on Nyamira Governor Nyaribo’s Impeachment

The Senate will conduct a full plenary hearing into the impeachment of Nyamira Governor Amos Kimwomi Nyaribo following the withdrawal of a motion that sought the formation of an 11-member special committee.

The motion—tabled by the Senate Majority Leader and listed as Order No. 8 on Thursday’s Order Paper—failed to secure a seconder. In accordance with Senate Standing Order 71, the absence of a seconder led to its automatic withdrawal, compelling the House to proceed through plenary.

In a communication to the Senate, the Speaker confirmed that the House had earlier received a formal message from the Nyamira County Assembly conveying its resolution of November 25, 2025, to remove Governor Nyaribo from office. Under Section 33A of the County Governments Act and Standing Order 81B, the impeachment process may be undertaken either by a special committee or by the full Senate sitting in plenary.

The Senate Business Committee, which convened earlier on Thursday, has already developed a provisional schedule to guide the impeachment proceedings. According to the directions issued:

  • Invitations to all parties will be dispatched by the Office of the Clerk on Thursday, November 27, 2025.

  • Responses from all parties must be filed no later than Monday, December 1, 2025, at 5:00 p.m.

  • Senators will receive all documents and the plenary hearing programme by close of business on Tuesday, December 2, 2025.

  • Plenary impeachment hearings will take place on Wednesday, December 3, and Thursday, December 4, 2025.

The Speaker reaffirmed that the Senate remains guided by the Constitution, the County Governments Act, and its Standing Orders, assuring that the process will proceed strictly within the established legal and procedural framework.
