STATE HOUSE, Nairobi — African Union (AU) Champion for Institutional Reforms, Kenyan President William Ruto, on Tuesday 11/11/2025 chaired a high-level meeting on the progress of ongoing AU reforms, bringing together members of the High-Level Panel on AU Governance, Peace and Security, the High Representative on Financing the Union, officials from the African Union Commission (AUC) led by the Chairperson, as well as representatives from the Kenya Mission in Addis Ababa and the Ministry of Foreign and Diaspora Affairs.
During the meeting, President Ruto received a consolidated report containing recommendations on key priority areas ahead of the Special Summit on African Union Reforms, scheduled for 26th November 2025 in Luanda, Angola. The report focused on five main areas of the reform agenda:

Revitalization of peace and security frameworks

Sustainable financing of the Union

Operationalization of the African Court of Justice

Streamlining of the AU Assembly’s format and agenda

Categorization of AU Assembly and Executive Council decisions

The discussions highlighted the need to revitalise the African Governance Architecture (AGA) and the African Peace and Security Architecture (APSA) to effectively respond to the continent’s evolving peace and security challenges.
Key recommendations from the session included:

Repositioning Africa within the context of the current global geopolitical reset

Reviving and strengthening the spirit of Pan-Africanism

Establishing modalities for adequate and sustainable financing of the Union

Streamlining the agenda and format of the AU Assembly

Ensuring appropriate categorization of Assembly decisions in line with the AU Rules of Procedure
The meeting concluded with a call for renewed commitment by AU Member States and all stakeholders to fast-track the reform process. Participants reaffirmed that the successful implementation of institutional reforms is critical to building a Union fit for purpose and capable of driving the realization of Agenda 2063 — Africa’s blueprint for inclusive growth and sustainable development.
